Dr. Signe Balina, President of Latvian Information and Communication Technology Association (LIKTA), Latvia

 

 

Dr. Balina is associate professor at the Faculty of Economics and Management, University of Latvia. She is responsible for courses within the Bachelor’s and Master's Programs, including e-learning courses. Her tasks include research project preparation and evaluation, development of studies programs, lectures and laboratory works, as well as supervision of student projects and dissertations.


Dr. Signe Balina is the former Minister for Special Assignments for Electronic Government Affairs (May, 2008 – March, 2009). She was responsible for e-Government, information society and information technologies policy development, implementation and coordination. The Ministry was also responsible for facilitating and coordinating the development of national and local government electronic services.


From 1996 till 2008 she, as a chairperson of the Management Board of “DatorzinÄ«bu Centrs” [Computer Science Centre], successfully managed the business of IT training and the development and implementation of software and hardware solutions.


She has been a board member of Latvian Information and Communications Technology Association (LIKTA) from 2003 till 2008. From April, 2009 she is the president of LIKTA.


She holds a Doctorate in economics (2002), and a B.Sc. in Computer Science from the University of Latvia.
