The Latvian Information and Communications Technology Association – LIKTA – is a non-governmental professional organisation, founded in 1998, that regroups the majority of significant software companies and telecoms − over 80, as well as about 100 individual professional members in the ICT industry sector in Latvia, namely in electronics, computer hardware and software, as well as telecommunication infrastructure and service providers. Among LIKTA members are leading Latvian and international ICT companies, as well as several leading universities in Latvia. Also the Latvian Chapter of ISACA is member of LIKTA. LIKTA member organisations employ over 23,000 people. LIKTA is a spokesman on behalf of the ICTE industry in Latvia.

The principal objective of LIKTA is to promote and further the development of Information Society in Latvia, so that all citizens may be given the opportunity to benefit from ICT and contribute to the Knowledge based economy. LIKTA works toward increasing e-awareness in society by organising conferences and educational endeavours and takes an active part in preparing professional study programs for IT specialists. Furthermore, it is collaborating to the National development programs, such as eLatvia and eGovernment. It organises conferences, seminars and monthly member meetings. It also provides expert advice to Governmental institutions on legislative and other matters related to ICT, and maintains close links to other more specific ICT industry associations, as well as to corresponding organisations abroad.

An important aim of LIKTA is to encourage the growth of a vigorous ICTE industry in Latvia and to lend support to the selling of ICT products and services abroad. LIKTA is the co-ordinator of the Information Systems Cluster, regrouping close to twenty export oriented ICT enterprises.

LIKTA also collaborates with and participates in events of international organisations, such as WTO, IEEE Communications Society, European IST programme, UNESCO working groups on Information Society, and the World Bank Forums on Knowledge economy. LIKTA is a member of EICTA since 2003, a Sister Society of Com SOC IEEE since 2002 and a member of CEPIS since 1999.

The European Community EQUAL project “Training the Unemployed of Latvia in Computer and Internet Use”

The aim of this project is to elaborate new methodologies in training unemployed people in the area of computer skills, allowing them quickly to learn basic information technology skills which can then be used to develop further knowledge and skills.  In November 2005, the first training for unemployed people began in the Valmiera and Preiļi districts, with the next round of training beginning in January 2006 in the Krāslava and Ventspils districts.  Training on computer and Internet use is free of charge, it is offered in Latvian and Russian, and it is available to any unemployed person at the location that is most convenient to him or her.  Each trainee receives a textbook, training is organised in small groups, and the programme is interesting and simple.

Those who complete the course receive an official certificate attesting to “Basic Information Society skills” and can apply for more in-depth computer training courses.  Graduates are also given a chance to make free use of computers and the Internet at public Internet access facilities.  Each graduate is given a personal and free E-mail address, with trainees learning to save time and money by paying bills via Internet banking.  All told, there is to be training in the area of computer and Internet use in seven of Latvia’s districts – the Daugavpils, Krāslava, Ludza, Preiļi, Talsi, Valmiera and Ventspils districts.

The IST4Balt project

The aim of the IST4Balt project, which seeks to popularise Information Society Technology (IST) projects in the Baltic States, also is intended to co-ordinate related activities in the three countries.  A centre to disseminate IST-related information is to be set up in each of the Baltic countries, conferences and seminars are to be organised, and distance and on-site training is to be provided so as to facilitate the popularity of the 6th Framework Programme (IP) and of other EU programmes in the Baltic States. 

LIKTA’s role in the project is to organise a Baltic IT&T conference in relation to the priorities of the aforementioned framework programme.  The target audience includes organisations which engage in applied and theoretical research, associations of institutions which offer education and professional training, institutions of higher education, and companies which have an interest in learning and then using IST-related skills.  The IST4Balt project is financed by the EU’s 6th Framework Programme.
