Telecentre-Europe Summit 2009
European telecentre leaders meet in Istanbul to celebrate successes and renew committment to support digital inclusion across Europe. The information society is essential for education, work, social participation, gender equality, independent living in old age, leisure and creativity. Yet some 30-40 per cent of Europeans remain at risk of being excluded from the information society, mostly because of socio-economic exclusion factors such as low income, low levels of education, disability, cultural or geographic isolation or old age. E-Inclusion, or digital inclusion, has the ability to mobilise information and communication technologies (ICT) to combat such social or economic exclusion.

Lithuanian Project Wins EC e-Inclusion Awards 2008 No. 01, 2009
Last December Window to the Future (Langas I Ateiti) which is the information society development promoting association was recognized as an overall winner in the Digital Literacy category at European Commission e-Inclusion Awards 2008. Window to the Future was awarded for its six year activities and the recent project Computer Literacy Basics for a Lithuanian e-Citizen according to which computer literacy knowledge was delivered to more than 50 000 adult inhabitants of Lithuania. For more than two years Window to the Future has been implementing European Social Fund financed project which offered free of charge training on computers and Internet. |

Estonian Company Registration Portal Accepts Digital Signatures Given in Other Countries Maris Järv, Ministry of Justice, Estonia Ingmar Vali, Centre of Registers and Information Systems, Estonia No. 01, 2009
The development of e-services in Estonia has been fast in recent years. Most management of business with the state can be executed either by e-mail or through different portals. Simpler proceedings can be performed by way of summary procedures, but more complex transactions requiring legal certainty must be confirmed either with personal or notarys digital signature. The development of e-services in Estonia has been facilitated by the wide spread of the Estonian ID card and broad availability of the Internet. The ID card allows us to securely communicate with the state. Can the same be said about communication with other EU member states? Estonia has set itself a target to accept digital signatures that have been issued with ID card certificates of other EU countries. Portugal has a similar aim and other countries are also moving in the same direction. |

This paper focuses on spectrum management issues in the Member States located at the outer borders of European Union. Spectrum policies and related harmonization measures of European Union request the Member States for spectrum coordination with third countries. The problematic frequency bands for North-Eastern EU Member States are discussed in the paper and importance of negotiations with the neighbouring non-EU countries on bilateral or multilateral basis is shown as a key element in order to eliminate constrains for implementation of European Union harmonisation measures. |
